feat(config): add RoutingConfig to AgentDefaults

Introduce RoutingConfig with three fields:
  - enabled: activates per-turn model routing
  - light_model: references a model_name in model_list
  - threshold: complexity score cutoff in [0,1]

When routing.enabled is true and the incoming message scores below
threshold, the agent switches to light_model for that turn. Absent or
disabled config leaves existing behaviour completely unchanged.
